Report | Procuring health care services under the Provider Selection Regime: understanding experiences of Integrated Care Systems

Provider Selection Regime (PSR) regulations came into force on 1 January 2024 and govern how the relevant authorities (Integrated Care Boards (ICBs), NHS England, NHS trusts, NHS foundation trusts, local authorities and combined authorities) procure health care services in England.

This report presents the findings of a qualitative study that explored how ICB commissioners and health services providers viewed and applied the PSR regulations following their coming into force. It draws on evidence from interviews conducted between May and September 2025 with senior and middle-level managers in three ICBs and selected NHS and non-NHS provider organisations supplying health services to these ICBs.
